Biography

Karine Moykens is the Secretary-General of the Department of Care in the Flemish Government, leading the newly merged entity since 2023. With a Master's in Classical Philology from the University of Ghent, she has held top roles in welfare and health administration, including nearly a decade as Secretary-General of the Department of Welfare, Public Health and Family. Renowned for her leadership during the COVID-19 crisis, Karine chaired key national task forces and contributed to strategic expert groups. She also leads innovation in health data sharing and sits on several influential boards, including Smals and PMV. Multilingual and award-winning, she was named Government Manager of the Year in 2019.

Biography

Alfonso has been the Chief Executive Officer of the European Social Network since early 2018. During these 7 years, ESN has tripled its budget, almost doubled its membership, expanded partnerships by four and participation at the annual European Social Services Conference increased by 30%. Alfonso oversees the Network’s management and strategic direction, leads the programme of activities co-financed by the European Commission, and the annual editions of the European Social Services Conference and the European Social Services Awards. He has more than 15 years’ experience in public social policy and services design and evaluation, has authored and co-authored several publications, and is a regular contributor to academic journals, newspapers, and specialist social services magazines. Before joining ESN in 2010, Alfonso worked in project management and consultancy in public policy evaluation. Alfonso speaks English, Spanish, French, Polish and Portuguese. He holds an MA in modern languages from the University of Granada, an MA in European Governance from the College of Europe, an MSc in Public Policy from University College London, and a Masters in Executive Management of International Associations at Solvay Brussels School for Economics and Management. Alfonso has trained civil servants from the Balkans and Turkey and taught on social services quality and transformation in public policy schools and Universities across Europe.

Biography

Maria de Belém Roseira is a Portuguese lawyer and jurist who graduated in Law from the University of Coimbra in 1972. With a career spanning over three decades, she has made significant contributions to social affairs and national politics. She served as Minister of Health, Minister for Equality, and was a long-time Member of Parliament, where she led major legislative efforts such as the Law of Parity and the Law on Medically Assisted Procreation. She also presided over key inquiries, including the one into the nationalization of Banco Português de Negócios, and served as President of both the World Health Assembly of the World Health Organization and the Socialist Party. Beyond politics, Maria de Belém is deeply engaged in the non-profit sector, academic circles, and various national and international juries. She has authored and co-authored numerous publications and opinion articles and is a frequent speaker in Portugal and abroad. In recognition of her distinguished career, she was awarded the Grand Cross of the Order of Christ by the President of the Republic.
